POWELL, Israel Wood, doctor, public servant (b 27 Apr 1836, Port Colborne, ON; d 25 Feb 1915, Victoria). He graduated in medicine from McGill Univ in 1860, then moved to VANCOUVER ISLAND two years later and opened a medical office in VICTORIA. An elected member of the colonial legislature from 1863 to 1866 (see COLONIAL GOVERNMENT), he supported union of the colonies and CONFEDERATION with Canada.
