BC ELECTRIC RAILWAY CO was an electrical utility and transit company incorporated on 15 Apr 1897. Francis S. BARNARD, a local promoter, and Robert Horne-Payne, a British financier, organized the company using capital raised in England, and went on to take over STREET RWY service in VICTORIA, VANCOUVER and NEW WESTMINSTER.
