HARCOURT, Michael Franklin "Mike," lawyer, politician, premier 5 Nov 1991–22 Feb 1996 (b 6 Jan 1943, Edmonton). Raised in VANCOUVER, he studied law at UBC in the 1960s and emerged in 1968 as a left-leaning activist lawyer, one of the first to practise from a storefront. He began his political career as a city alderman in 1972–80, then served 3 successful terms as mayor in 1980–86, capping his tenure with EXPO 86.
